On September 12, the Hubei Provincial People's Government released the "Opinions on Building a Conservation-Oriented Society in the Near Future," marking a significant step toward sustainable development. The document highlights that the chemical industry has become a central pillar of the province’s economy, but it also emphasizes the urgent need for resource conservation due to growing environmental and economic pressures.
According to the "Opinions," Hubei faces serious challenges in resource availability. The province's energy self-sufficiency rate is only around 24%, with 98% of coal used for thermal power generation imported from outside the region. Water pollution remains a critical issue, and per capita arable land is below the national average. As the population grows and the economy expands, these resource constraints are becoming more severe, prompting the government to take decisive action.
The policy outlines several key strategies to promote a conservation-oriented society. These include improving energy efficiency, managing water resources, optimizing raw material use, and enhancing the recycling of waste materials. It also calls for legislative reforms, stricter conservation standards, and more rational pricing of natural resources to encourage sustainable practices.
In terms of specific targets, the provincial government requires that high-energy-consuming chemical enterprises reduce their total energy consumption by 4% in 2006. Additionally, water usage per million yuan of GDP should decrease by 5% annually. Nine pilot cities, including Wuhan, Shiyan, Xiangfan, Yichang, Jingmen, Suizhou, Xiaogan, Huangshi, and Ezhou, will transition to using ethanol gasoline this year, replacing conventional fuels. Efforts will also be made to phase out high-fuel-consumption vehicles and enforce national fuel efficiency standards to curb the growth of inefficient transportation.
Regarding phosphate mining, the government will strictly prohibit wasteful practices such as "mining small ore deposits," "leaving behind rich ore," and "easy mining and careless disposal." These methods have led to the unnecessary loss of valuable mineral resources and will now be banned.
Furthermore, the policy mandates the comprehensive recycling of various types of chemical waste, including fly ash, industrial waste, organic wastewater, and used tires. This initiative aims to minimize environmental damage and promote circular economy principles.
