Hubei proposed saving "Opinions" Chemical industry has become the main battlefield of consumption reduction

On September 12, the Hubei Provincial People's Government released the "Opinions on Building a Conservation-Oriented Society in the Near Future," highlighting the critical role of resource conservation in the province's development strategy. As part of this initiative, the chemical industry has emerged as a key focus area due to its significant impact on energy use and environmental sustainability. The document outlines the current challenges facing Hubei’s resource management. With an energy self-sufficiency rate of only around 24%, the province relies heavily on external sources for coal, which accounts for 98% of thermal power generation. Water pollution remains a pressing issue, and per capita arable land is below the national average. These factors, combined with rapid economic growth and population expansion, have intensified the pressure on local resources. To address these challenges, the Opinions emphasize a comprehensive approach to resource conservation. This includes improving energy efficiency, managing water usage, optimizing raw material consumption, and promoting land and resource recycling. The government also plans to strengthen legal frameworks, enhance conservation standards, and adjust resource pricing to encourage sustainable practices. In terms of specific targets, the provincial government has set a goal for high-energy-consuming chemical enterprises to reduce total energy consumption by 4% in 2006. Additionally, water use per million yuan of GDP should decrease by 5% annually. Nine pilot cities, including Wuhan, Shiyan, and Yichang, will promote the use of ethanol gasoline this year, replacing traditional fuels. Efforts will also be made to phase out inefficient vehicles and ships, while strictly enforcing national fuel consumption limits to curb the production of high-consumption cars. Regarding phosphate mining, destructive practices such as "small ore mining" and "abandoning rich deposits" will be banned to prevent waste. Furthermore, all chemical waste—including fly ash, industrial sludge, organic wastewater, and used tires—must be fully recycled to minimize environmental harm. This policy reflects Hubei’s commitment to sustainable development, balancing economic growth with ecological responsibility. By implementing these measures, the province aims to build a more resilient and efficient society in the years ahead.
