Wucheng's automobile and auto parts industry began developing in the 1970s, initially driven by the expansion and upgrading of rubber and glass products. Over the years, the sector has grown significantly, with more than 158 auto parts manufacturing companies currently operating in the county, employing over 100,000 people. In 2006, the industry generated an output value of 12.4 billion yuan, with profits and taxes reaching 1.5 billion yuan, and foreign exchange earnings amounting to 92 million U.S. dollars. The industry has evolved through four key transformations.
First, the industrial development model has shifted toward clustering. Through various initiatives such as leadership training, base construction, and scale expansion, three major industrial zones have been established: the County Economic Development Zone, Luquan Tunzhuang, and Jiamaying. These clusters now host a total of over 100 leading enterprises. Each zone produces a wide range of auto parts, including rubber and plastic trim, seals, injection-molded components, aluminum wheels, and brakes. This has led to the growth of supporting industries such as seal strip production, engineering rubber, resin cover parts, glass fiber cloth, and aluminum alloy processing. A comprehensive production and sales system, along with a strong industrial ecosystem, has been formed.
Second, the focus has moved from manufacturing to research and development (R&D). In recent years, the industry has built long-term partnerships with over 100 national research institutes, universities, and key enterprises. Many experts and professors serve as technical consultants, while most companies have set up their own R&D centers. Over 100 new auto parts are introduced annually, with many receiving national patents and filling gaps in both domestic and international markets.
Third, the way companies expand has become more open. By adopting a "please come in, go out" strategy, enterprises have innovated their management systems, expanded market access, and achieved rapid growth. Today, Wucheng’s auto parts companies operate in over 30 provinces nationwide, supplying more than 60% of local automakers. Products are also exported to the U.S., South Korea, Japan, the Middle East, and Southeast Asia. For example, Zhenyuan Mercury Auto Parts exports all its aluminum wheels, while Jindeng Company exports over $5 million worth of brake pads annually to the Middle East.
Fourth, the industry is moving toward branding. Companies are increasingly focusing on brand awareness, aiming to transition from specialty products to branded goods, and from featured industries to recognized brands. Since 2005, Wucheng has consistently ranked high in the number of national patents obtained. Several local companies have entered the "Top 100 Growing Auto Parts Enterprises in China," and brands like Aoyu Electric Vehicles and Motorcycles have earned the title of "China Famous Brand." Additionally, 35 enterprises have passed ISO9000 and QS9000 quality certifications, ensuring global standards.
Looking ahead, Wucheng aims to become a "China Auto Parts Industry City." Efforts will include promoting large-scale vehicle production, restructuring small and medium-sized enterprises, enhancing R&D capabilities, and extending the industrial chain. The goal is to build a nationally renowned center for auto parts R&D, manufacturing, and export.
To achieve this, the county will focus on cultivating leading enterprises and strengthening their driving force. It will accelerate cooperation between the Mercury Group and Dongfeng Motor, and develop light truck production. The Qilu Automobile Industrial Park in South China will be developed to produce large buses and high-end commercial vehicles, optimizing the industrial chain.
Expanding the industrial bases will enhance agglomeration effects. The county will improve infrastructure in the three main zones, optimize layouts, and promote service systems that support the auto parts industry.
Scientific innovation and brand building will be prioritized. The "borrowing brain project" will be implemented, encouraging collaboration among small and medium-sized enterprises. By 2010, 2-3 national and provincial component technology centers are expected to be established. Companies will strengthen brand awareness, seek global partnerships, and aim to cultivate 3 well-known Chinese trademarks and 5 national inspection-free products.
Finally, the environment will be optimized to attract investment. Increased support will be given to the auto parts industry through capital investment, land use, tax incentives, and infrastructure development. Selected companies will receive financial assistance and be encouraged to list on stock exchanges, raising capital and expanding operations. All efforts will be coordinated to create a strong, unified push for the continued growth of Wucheng’s auto parts industry.
