Premier Wen Jiabao chaired a meeting of the State Council on March 29, where the "Water Pollution Prevention Plan for the Songhua River Basin (2006-2010)" was reviewed and approved in principle. The plan outlines a comprehensive strategy to address pollution in one of China's most economically significant river basins. A key focus of the initiative is the control of industrial pollution sources, with the government planning to implement several major projects aimed at reducing environmental harm.
The meeting emphasized the importance of water pollution control in the Songhua River Basin, not only for the ecological health of the region but also for revitalizing the old industrial base in Northeast China. Effective measures are essential for promoting balanced economic growth and improving the quality of life for local residents. To achieve this, the plan highlights four main strategies: first, focusing on controlling pollution sources and eliminating risks, particularly by addressing industrial emissions and urban wastewater treatment. Second, taking a holistic approach while prioritizing the protection of drinking water sources in large and medium-sized cities, ensuring safe water supply and maintaining the quality of Sino-Russian border rivers. Third, adopting a comprehensive management approach that combines pollution reduction with strict monitoring and enforcement to prevent new pollution from emerging. Fourth, ensuring cooperation between local and national authorities, with local governments taking primary responsibility for pollution control and the central government providing financial and policy support.
By 2010, the plan aims to significantly improve water quality in heavily polluted cities, effectively manage key pollution sources, and enhance early warning systems and emergency response capabilities. This will help prevent future environmental crises and ensure long-term sustainability.
It should be noted that during the Tenth Five-Year Plan period, numerous large and medium-sized petrochemical enterprises were established in the Songhua River Basin. However, due to insufficient investment in environmental protection, many of these facilities have contributed to water pollution. The 2005 "11.13" incident, caused by an explosion at the Jilin Petrochemical Double Benz Plant, led to severe contamination of the river and prompted the central government to take decisive action in addressing industrial pollution in the region. This event served as a wake-up call, leading to the development of this more structured and long-term pollution prevention strategy.
