To date, the competent authority of Changye Bio-organic Fertilizer Co., Ltd. has classified its new product—free weeding organic fertilizer—as a chemical fertilizer or pesticide, which has led to significant regulatory challenges. In recent years, Changshu City in Jiangsu Province has been promoting a circular agricultural model that integrates "aquaculture—waste collection—resource production—returning to planting." Each year, the city processes 100,000 tons of animal manure, demonstrating a strong commitment to sustainable practices. In 2003, some farmers raised concerns about the inefficiency of using rice field herbicides—such as the time-consuming application process, poor mixing ratios, and high risk of chemical loss. They asked whether an organic fertilizer with long-lasting effects could be used as a diluent to solve these issues.
Inspired by this feedback, Changchun Bio-organic Fertilizer Co., Ltd. conducted extensive research and eventually developed a new product: free weeding organic fertilizer. After successful trials, farmers reported high satisfaction with the results. Previously, they had to mix ammonium bicarbonate with herbicides manually, which was both labor-intensive and inefficient. Now, with this new product, everything is pre-mixed and ready to use. Farmers simply spread it onto the fields, and it provides good fertility while effectively controlling weeds.
The product aligns with national policies promoting the circular economy. In 2004, officials and experts from the State Environmental Protection Administration and the Ministry of Agriculture praised the product positively. However, despite its popularity among farmers and alignment with policy goals, the product remains stuck in the registration process.
The issue lies in the classification of the product. Since it combines both pesticides and fertilizers, it falls under the jurisdiction of different government departments. As a result, it is unclear whether it should be considered a "circular fertilizer" or a "pesticide," leading to confusion in the approval process. More than a year has passed, yet Changye Company still lacks a production license, preventing the product from being officially sold.
This situation raises questions from the company’s side: If the country is pushing for the development of a circular economy, why is a product that supports this goal struggling to gain official recognition? The problem highlights a broader trend in the industry, where new products often cross traditional boundaries, making it difficult for existing regulations to keep up.
From the perspective of some officials, product registration may seem like a minor administrative task. But for companies, failing to obtain a production license means the product cannot be produced at scale or legally sold. This not only hinders business growth but also stifles innovation.
The most popular term today is the development of a circular economy. The government has stated its support through policy, but if this support isn't translated into practical action by management departments, problems like this will persist.
