Each year, it processes 100,000 tons of animal manure. In 2003, some farmers raised concerns about the inefficiency of using herbicides in rice fields—poor mixing ratios and high loss rates. They asked whether a long-lasting organic fertilizer could be used as a diluent to solve this issue. Inspired by these suggestions, Changchun Bio-organic Fertilizer Co., Ltd. developed a new product: weed-free organic fertilizer. After trial applications, farmers were highly satisfied. Previously, they had to mix ammonium bicarbonate and herbicides manually, but now, this product is pre-mixed and ready to use. Simply spreading it on the field provides effective nutrition and suppresses weeds naturally.
The product introduced by Changye Company aligns with national policy directions. In 2004 alone, officials and experts from the State Environmental Protection Administration and the Ministry of Agriculture praised the company’s innovation. However, despite its popularity among farmers, the product remains stuck in the registration process. The reason? The product combines both pesticides and fertilizers, which fall under different government departments. As a result, it's unclear whether it should be classified as a "circular fertilizer" or a "pesticide." Due to this ambiguity, more than a year has passed without a production license, preventing the product from entering the market legally.
Changye Company is confused: If the country is promoting the development of a circular economy, why can't such an environmentally friendly product obtain the necessary approval?
This situation reflects a growing challenge in the industry. As the circular economy expands, many new products are breaking traditional boundaries. Some existing regulations fail to accurately define the nature of these innovations, creating confusion and delays.
