Yandu Marine Department strengthens overhaul of ships

In order to effectively strengthen the supervision of maritime traffic safety in the area and standardize the navigation of ships, since March, Yandu Local Marine Department has vigorously carried out special rectification of overloaded ships to ensure the safety and smoothness of water traffic.

First, strictly control the departure of Hong Kong and strictly prevent ship overloading. Intensify inspections of port terminals and discover that ships are overloaded and transported, and immediately order them to reduce their load and rectify them; otherwise, they will not apply for visas to leave Hong Kong; establish a commitment system for heavy-duty ships to go out of port. The ship promised to carry out the loading of goods according to the specified approved freeboard and signed the “Shipping Commitment in line with the stipulations”; the joint port management department strengthened the management of the loading and unloading operations of the port terminal, and supervised the loading and unloading operation units to submit the “Control of ship overloading out of port safety”. The "Mandate of Responsibility for Management" established the "Registration Account for Ship Loading and Unloading Operations" and detailedly recorded the loading status of the ship. The second is to strengthen the cruise inspection of aeronautical transport ships to discover and stop the ship’s overloaded navigation in time. According to the navigational and operational characteristics of ships passing through the overloaded route, a combination of centralized actions and daily inspections is used to conduct on-site supervision and inspection of the actual cargo passing through the vessel. If severe overload is found, timely forced unloading measures shall be adopted to achieve the verification of the freeboard and After being punished according to law, they may be allowed to continue their sailing. The third is to increase the investigation and handling of overloaded ships. The first time the ship was found to be in violation of the law, persuasion education was carried out and fines were not imposed; the second time the ship was found to be overloaded, and an administrative penalty was imposed; this ship was found to be overloaded and illegally ordered to reduce its load or force it to be unloaded. Only later can they be released, and through the “Maritime Field Operations Supervision and Management System”, such ships will be included in the “focus on tracking ships” regulatory object.
