The petrochemical industry ranked first in pressure

On June 17, the two departments of the Ministry of Environmental Protection and the National Development and Reform Commission jointly issued the first order of the year and announced the new National Catalogue of Hazardous Waste, and requested that it be implemented from August 1 this year. The reporter found that compared with the National Catalogue of Hazardous Wastes issued a decade ago, the newest feature of the new National Hazardous Waste List is the clear identification of industrial sources of hazardous wastes. The reporter learned that this is very important. It not only helps the petroleum and chemical industries to strengthen targeted management and disposal of hazardous wastes, but also strengthens the responsibilities of various industries in handling hazardous wastes.
Waste types ranked first in the petrochemical industry
The hazardous waste that was included in the new edition of the National Hazardous Waste List has a total of 49 categories and 400 varieties. Among them, the hazardous wastes in the petroleum and chemical industries are the largest in the industrial sector, reaching 156 species and accounting for 39% of all hazardous wastes.
According to report, many sub-sectors in the petroleum and chemical industries, such as pesticide manufacturing, specialty chemical product manufacturing, basic chemical raw material manufacturing, crude oil and natural gas extraction, refined petroleum product manufacturing, coking manufacturing, synthetic material manufacturing, and coatings, inks, and pigments And related product manufacturing, etc., the production process will produce hazardous waste. Among them, more than half of all hazardous wastes are concentrated in the manufacturing of basic chemical raw materials, and 88 kinds of hazardous wastes are produced in this industry, such as waste liquid produced during the production of nitrobenzene-aniline. Followed by refined petroleum products manufacturing industry, there are 15 kinds of hazardous wastes produced in this industry, such as spilled waste oil or emulsion in the petroleum refining process. In the third place are coking manufacturing and manufacturing of paints, inks, pigments, and related products. There are 13 kinds of hazardous wastes produced in these two industries, such as filter-pressurized sludge produced by ammonia towers during coking process. Dispersed oils produced from the production and preparation of inks. The fourth place is the pesticide manufacturing industry. There are 12 kinds of hazardous wastes produced in the industry, such as the distillation residue produced by the toluene recovery process in the process of diphosporine production.
According to the “2007 China Environment State Bulletin” released by the Ministry of Environmental Protection on the 4th of this month, in 2007, the amount of solid waste generated in the industrial sector in China was 1.76 billion tons, of which 10.79 million tons were hazardous wastes. The emissions of solid wastes and hazardous wastes from the petroleum and chemical industries rank among the top in the national industrial sector.
Waste disposal technology is relatively backward
Hazardous wastes are corrosive, toxic, flammable, reactive, or infectious and can cause serious damage to the ecological environment and human health. It is understood that the pollution of hazardous waste is not as intuitive as waste water and waste gas. Its characteristics are potential hazards, causing persistent pollution to the soil, water, and atmosphere, and it is difficult to eliminate. Therefore, controlling the hazards of hazardous wastes to the ecological environment and human health is a major environmental issue facing all countries in the world today.
According to the introduction of the Ministry of Environmental Protection, the management of hazardous wastes in China started relatively late. At present, there are deficiencies in terms of management regulations, management agencies, and disposal technologies as well as treatment and disposal plans. A large number of hazardous wastes cannot be completely disposed of, resulting in danger. The amount of waste stored has accumulated. In recent years, there have been many environmental pollution incidents caused by improper handling of hazardous waste.
According to statistics, in 2007, the comprehensive utilization, storage, and disposal of solid waste in China's industrial sector accounted for 62.8%, 13.7%, and 23.5% of the production volume, respectively. At present, there are more than 30 million tons of hazardous waste piled up in the country, which poses a serious threat to the ecological environment and human health.
Waste Management Direction First Reduced Quantification
The person in charge of the China Petroleum and Chemical Industry Association said in an interview with reporters that the promulgation and implementation of the new “National Hazardous Waste List” clearly identified the industrial sources of hazardous wastes for the first time. It actually pushed the oil and chemical industry to the forefront. The pressure on the industry will be great.
Regarding how to manage and safely dispose of hazardous wastes, the responsible person believes that in addition to strictly implementing national laws and regulations, petroleum and chemical companies should also strive to reduce, recycle, and harmless hazardous wastes: As far as possible to prevent and reduce the generation of hazardous waste; the hazardous waste generated as much as possible through recycling, reducing the amount of hazardous waste treatment and disposal; can not be recycled and recycled hazardous waste should be safe disposal.
The reporter learned that many companies in the oil and chemical industry have made active efforts in the effective management and safe disposal of hazardous wastes. For example, Maoming Petrochemical has relatively frequent hazardous wastes due to frequent tank cleaning and equipment overhaul. They actively take measures to ensure that the proper disposal rate of hazardous wastes reaches 100%, setting an example for the entire industry.

As early as ten years ago, the former National Environmental Protection Bureau, the State Economic and Trade Commission, the Ministry of Foreign Trade and Economic Cooperation, and the Ministry of Public Security jointly promulgated the “National List of Hazardous Wastes” and implemented it on July 1, 1998. This is the first in our country. Batch implementation of the "List", a total of 47 categories. Since the beginning of this year, the Chinese government has increased the supervision of hazardous wastes and related laws and regulations have been intensively introduced. On January 29th, the former State Environmental Protection Administration issued the Catalogue of Prohibited Imports of Solid Waste, the List of Imported Solid Wastes for Use as Raw Materials, and the Catalogue of Solid Wastes for Automatic Licensing as Importable Raw Materials. The list of imported solid waste management was adjusted. On February 18, the former State Environmental Protection Administration issued the “Administrative Measures on the Approval of the Export of Dangerous Materials” to further strengthen the management of the export of hazardous wastes, demonstrating China’s firm determination to prevent and combat the illegal transboundary movement of hazardous wastes.
