Different parking fees for different locations and different models are charged. Encourage appropriate discounts on new energy vehicle parking service charges.
In fact, the policy of parking differential pricing has been paved for a long time from the national level. On August 11 this year, the National Development and Reform Commission and other seven ministries and commissions issued the "Guiding Opinions on Strengthening the Construction of Urban Parking Facilities", encouraging the government and social capital to cooperate in the construction of parking facilities, improving government pricing rules, and implementing differentiated parking charges based on location and facilities conditions. . On September 6, the Ministry of Housing and Urban-Rural Development issued the "Guidelines for Urban Parking Facilities Planning", which further required the formation of parking-level differential prices in the central area higher than the periphery, the road is higher than the road, and the commercial office is higher than the residential standard. Adjust the number of vehicles in different areas and time periods.
With the basis of two overall planning, this Opinions further emphasizes that different areas should be divided according to the difference in parking supply and demand conditions, taking into account the distribution of road network, public transportation development level, traffic congestion and other factors, and the implementation of differential charging. High supply and demand gaps and contradictory areas can be implemented with higher fees. Low supply and demand gaps and inconspicuous areas can be implemented with low fees. For public transportation interchange hub parking facilities on the outskirts of the city, low fees should be imposed.
For the parking facilities in the same area, it is necessary to distinguish the location of the parking facilities, the parking time, the type of vehicles, etc. According to the principle that “the road is higher than the road and the congestion period is higher than the idle timeâ€, the differentiated service charging standard is formulated. Expand the gap between the on-street and off-street parking facilities and guide the use of off-street parking facilities. It is understood that the main buildings for off-street parking are equipped with parking lots (libraries) and social parking lots, which are the main ways of parking, while on-street parking refers to road parking, including on-street parking and roadside parking.
It is worth noting that the "Opinions" clarify that according to the difference in parking resources occupied by different models, the parking service charging standard will be reasonably determined, and appropriate incentives for parking fees for new energy vehicles will be encouraged. In addition, some insiders pointed out that the government's parking fee management policy was too strict, and private capital entered a difficult profit margin. If the parking differential pricing rules can be implemented, it will be a strong positive for encouraging government and social capital cooperation (PPP) to build parking facilities.
