Zou Shoumin said that under the new system, the linkage of national and local environmental protection standards with pollutant discharge permits, environmental impact assessments, total control, and sewage charges should be systematically sorted out to clarify the positioning and role of standards.

At the same time, the technical content of the quality standards and pollutant discharge (control) standards regarding the accounting of emission standards, the determination of compliance standards, and the frequency of monitoring are not comprehensive, and cannot fully meet the requirements of discharge permit management. The technical and management safeguard measures for environmental quality standards, pollutant emission (control) standards, environmental monitoring standards and other environmental protection standards and key work support and simultaneous release implementation are still not perfect.

How to solve these problems? According to Zou Shoumin, as of now, China has issued a total of 2038 national environmental protection standards, including 1,753 current standards, and 167 current local environmental protection standards have been filed according to law.

Zou Shoumin said that if all enterprises meet the standards, there may be cases where the environmental quality is not up to standard.
