Another car accident also happened in the early morning.
There is no unified city-level sanitation department in Lanzhou City. The sanitation bureau, which is a branch-level organization, is located in various urban areas. There is no uniform standard for records in all districts, but some incomplete figures still describe the pain of the past:
In the Chengguan District Environmental Sanitation Bureau, in 2007, 9 sanitation workers were injured when they were cleaning the road. One of them was disabled and 10 were slightly injured. In the Anning District Environmental Sanitation Bureau, from 2007 to 2010, three sanitation workers were killed in a car accident during the first line operation, and another 20 sanitation workers were injured in the accident. In the first half of 2010, 5 sanitation workers in Anning District were hit by passing vehicles during the operation, 2 were seriously injured and 3 were slightly injured.
In the Xigu District Environmental Sanitation Bureau, from 2008 to 2010, 6 sanitation workers were involved in a traffic accident, of which 3 were killed and 3 were seriously injured.
Behind the above-mentioned list of deaths, a phenomenon is even more shocking: Most of the sanitation workers' car accidents occurred between 4 and 6 o'clock before dawn. Many sanitation workers called these two hours "times of accidents."
"Three no matter" time
Lanzhou is a typical valley-type transportation hub city. It is connected to the South and the North and the East-West intersection. Many heavy-duty trucks need to cross here. This is a very typical case of a vicious death caused by the innocent deaths of sanitation workers. After the incident should have caused the relevant departments to attach importance to the protection of sanitation workers at night, but unfortunately, afterwards, everyone's eyes are focused on the rewards to catch the escapee Above, no serious reflection.
Some people think that sanitation workers wear reflective "yellow vests" during their operations to avoid dangerous situations. However, before the dark dawn, the glimmer of the "light-emitting vest" did not help.
In the early morning of June 18, 2008, when three environmental sanitation workers in Xigu District cleaned the road near the Shuanggou Bridge, a construction vehicle pulling the dregs suddenly drove quickly. Two workers died on the spot and one seriously injured. Zhang Gongtai, secretary of the Xigu District Environmental Protection Bureau Party Branch, recalled the scene at that time: The brakes on the vehicle involved in the accident were long. Although the sanitation workers wore yellow vests with reflective features, they still failed to avoid accidents.
How to ensure the safety of sanitation workers
Every time, when the sanitation workers were killed, all traffic police departments came forward to conduct publicity in the media. On the one hand, it emphasizes repeatedly on the driver that driving safety should be paid attention to late at night and before dawn. It must be steady and slow; on the other hand, for sanitation workers, they should be self-protected to avoid car accidents.
However, many times such propaganda did not produce the desired results. For the driver, driving at night and in dawn, there are few people on the road, and the throttle at the foot will increase unconsciously. Sanitation workers are somewhat helpless about “teaching”. One sanitation worker said that paying attention to safety is a human instinct and we will not joke about our own lives. Many sanitation workers hope that the traffic control and other departments should arrange for night and early morning law enforcement inspections. “Even if there is a small amount of public security on the road, police lights and police cars are on the roadside, it can also serve as an effective warning to drive the driver.”
The reporter learned that in order to provide substantive protection for sanitation workers working at night and in the early morning, in some cases where the night shift traffic police force is insufficient, the armed police officers and soldiers are sent to reinforce the duty, and the time is set at 23 o'clock to 9 o'clock the next day.
It was also suggested that the sanitation workers should be provided with additional equipment, the scope of mechanized cleaning should be increased, and the environmental protection workers at night should be equipped with the necessary protective and reminding tools, and the rated limit should reduce casualties.
